Gas Siphoner Spotted

I may be rushing to judgement here because I didn't actually see gas being siphoned, but I did see a man running up Vanderbilt Avenue, looking behind him, holding a gas can.

Description: Latino, muscular, in his 20's, short hair, wearing white sneakers, t-shirt, shorts and a backwards denim baseball cap with a red and gold seal on the front, also several gold chains.

He caught on that I was following him and gave me the slip at Butler Place by going down to the basement apartment of the second building on the left (approaching from Sterling).
