Prospect Place and Washington Ave

I saw this apt listed previously for 2400 and it has now dropped to 2200... http://newyork.craigslist.org/brk/fee/772873218.html

What do you think is going on there? Is this the building above the laundromat? When I lived in PH in '06 folks told me that was a bad building but I am not sure why.

Every once in a while, someone in one of those buildings plays a movie, very very loudly, as if they had hooked up their TV to a sound system. I don't know exactly which building, but you can hear the dialogs on St Marks.
