gang activity?

While walking home from the train yesterday I noticed some blue bandannas tied to the lincoln pl street sign (at franklin). I'm assuming this is gang related-- marking of territory? Anyone have any info on this? I've been living in this neighborhood for a year now, and this is the first time I've noticed this...
