Howling/wailing on Lincoln btwn Washington and Classon

Does anyone know who/what the HELL that is? I can't decide if it's a lonely dog or someone just making noise, but it's been happening almost every night for weeks now.

There's some guy who howls like "boowheew wheeew" on my block, and he does it wherever he goes. This is most noticeable at 3 or 4 am. I know better than to tell him to shut up because guys that howl loudly in public will just get louder and more frequent with any attention paid to them.

I am on Parkside Avenue off of Flatbush. Oh, and if you listen closely, you can usually tell a human from a dog.

Hmmm...I hear the howling on Lincoln between Washington and Underhill. Seems like one dog starts then like 4 or 5 join in!
