Ashland place

Anyone know what's happening on Ashland Place? It's been blocked off for weeks and it looks like they're digging that tunnel to China that I've personally wanted to dig since I was a kid.

At fulton, right around the corner from the Nevins Street #4/5 stop

Actually, I mean across the street from the condos, they're excavating right in the middle of Ashland place adjacent to the BAM parking lot. It looks like the water tunnel project , but I'm not sure, there's a lot of activity but I don't see any workers.
