A/C Window Box Welders

Hey, y'all. Does anybody know a good welder and how much it costs to cut a window A/C box into existing bars on a ground floor apartment?

I think it would be cheaper to replace the bars with the bars that allow the AC unit in it. Eagle Iron Works on Dean (I think) approximately $350 for that.
