Winnie Head to Toe aka WTF?

This morning while headed to work, I passed a bunch of Chinese lanterns attached to the scaffolding and the exterior of a building on Plaza Street East between Butler Place and Vanderbilt.

I thought perhaps someone was celebrating and when I came back tonight, saw that someone installed a blinking motion LED signs announcing Winnie Head to Toe massage.

Now, I know there are doctors and such on Plaza Street, but the signs are low key and not only is this the first time I've seen a different kind of business on this street but... the sign is TACKY! Horrible!

Do we actually have to look at this every day!? Why is this allowed?

    Plaza Street, like much of EP, is zoned on the first floor for professional spaces only.

    ...you'd have to dig into the zoning code to see whether a lic'd massage place would meet that code.

    You may want to find out if the place is lic'd first. DOH likely lists and inspects such places, except for the unlic'd "happy ending places".
