Does anyone know how late a landlord can do construction in an apartment building? My concern is that the construction is very, very loud and went on until 9:30 pm last night and will probably happen again.

    Yes, and he probably needs a permit for the work he's doing. (You need one for anything beyond painting.)

    Landlords often either do the work themselves, or hire people to do it for extra cash after their day jobs.
