Luckily these teens were caught.

If I lived in a dangerous area, I would have one of those systems the elderly have where you can push a button to alert police of danger, or some fancy home alarm system that does the same thing.

It depends on whether one believes confidentiality inhibits or causes stigma?

In an ideal world, a victim of a crime (sexual or not) would have nothing to be ashamed of. ...would they feel only rage?

Likewise, there won't be any crime.

If only there was a map to get to said ideal world. If only we all agreed to use the map, and where we would like to go.
