usually on a balcony, there's a higher percentage chance of getting caught
by your neighbor{as examplified by the curbed.com link} which heightens the danger level

And in this case, there were a bunch of other balconies, since it was a hotel that was also being used as a dorm. Ah, youth. If there were voyeurs about, they were very quiet. A roof it wasn't, but public it was. That's probably a different poll.
