A big part of the problem is demand.

While people love to focus on how much money the top portions of our society have and how little the bottom portions have, I have reached the conclusion that lots of people have lots of money, and seem to want to have an apartment in NYC in 2013.

Is the part of the answer to allow smaller apartments than the zoning code presently permits?
