This one was further up Nostrand, at Jefferson in Bed-Stuy. We've been discussing the shots fired on Nostrand on the CH board. This one seems completely random and without cause.

    The Drive By part, sans preceding argument, does strike me as being relatively rare in NYC.

    Usually, the shooter seems to either have an argument and just pull out a gun and shoot, or has the argument and goes to their car (or apartment) to retrieve a weapon and then shoot.
