Rocky Landscaping on Carleton and Bergen

I passed a house on Carleton at Bergen recently that has some rocky landscaping on the sidewalk. I imagine it will look better when the plants grow out, but it seems rather unusual to put rocks out on the sidewalk. Is this something that requires any permission from the city?

pituIt's been there for a loooooong time, and it looks great when the plants are up. The owner has been gossiped about on this site for yelling at people (or is it their dogs?)
