Pedicab in PH/CH?

What's with the pedicab guy sometimes seen around the Prospect/Crown Heights border? Is he really a pedicab service - can I flag him down? If so, he seems out of place... Or is he just a guy that tools around on one for his personal transportation?

I saw both on the weekend. I thought it was part of the Brooklyn Best thingy -
mattbotthe pedicab has been around for a couple weeks. I keep seeing it outside of different buildings.
