Construction on Kingston Between Lincon Pl. and EP

Does anybody know what the deal is with that building next to the Bank of America? It's been under construction since I moved here in 2001. Now with the scaffolding up as of last week it looks like it might get finished??? Clue?

It actually has NOT been under construction for many years; the project was abandoned a long time ago (according to my friend's husband who grew up on St. John's betw. Kingston & Brooklyn) because of some asbestos related issue. What has happened recently is that it has been advertised for sale and it looks like someone bought it since the for sale signs are gone - and the construction has began anew.

That building has been there forever like that. Probably due more to scandal and scamming by CHC than asbestos.
