Cheesesteak place on PPSW

What's with the place next to Louie G ices near the park? I have never seen it open.

Is it out of business or just starting up (seems like it's been there for a long time) or am I just hitting it at the wrong time?

If it is open, are the cheesesteaks any good?

I've never seen it open either. I have seen the steel rollup doors rolled up a couple of feet but never saw anyone in or around it. It is a chain though.
