Bikes North 7th and Bedford Ave

A couple of weeks ago I was heading back to Bed-Stuy after picking up some takeout at Planet Thailand and I noticed a huge number of bikes locked about on this corner and the immediate surroundings. Now I apologize in advance because I don't know what the day was, but I did see at least 40 bikes locked up in a block and half radius.

Is this something new or just a special event?

The city (or whoever) put bike racks there and a lot of people take advantage. That's it pretty much.
