what is this?

It's on Water Street in Manhattan. Is it a clock? How does it work?

It is a clock and when it works right there are three different colors. The top row is the hours, the other (which I do not think is working in this photo) represents the minute and then the seconds flash. I think the minute color is blue and the seconds color is white. Did you also see the entrance to that building - its like the entrance to Space Mountain.
