Who you gonna call?

Last night at about 1:30am there was a couple fighting in front of my house. I looked out the window and there was a man raising a stick at a woman and the woman was wielding a very large kitchen knife.
I called 911. The police arrived quickly and the couple dropped their weapons and continued their battle verbally. Two cops cars had arrived and the four men got out and asked what the problem was and were basically ignored by the arguing couple.
It turned out that two of the cops had locked themselves out of their car. They began throwing things at their own car in anger. One cop found the knife the woman had been wielding and began to utilize it in picking the lock on the police cruiser. All four police then turned away from the fight and began furiously trying to unlock the car. It took them about 15 minutes.
When they got the car unlocked they all the left and I watched the man trail the woman down the street as they continued to scream at each other.
Is there anyone else I should be calling for these situations? It seems that police protocol does not allow them to intervene---if they are not asked or they do not witness an assault themselves. :?

how about disturbing the peace? Do we all need to listen to two imbeciles discuss their issues aloud?

Wow- that is truly INSANE! I wish I was there to see that. But I'm a little disturbed.....

If the involved parties didn't want the police involved then the most that could be done at this point would be to possibly issue them disorderly conduct summonses. Issuing a summons for a violation is at the officers discretion.

As long as the person having a weapon pointed at them doesn't want you arrested, you probably wont be arrested. No complainant equals a declined prosecution by the ADA. Take it up with the Kings County District Attorney.

So you're saying that this can happen on public property and no one will be prosecuted? I find that hard to believe. If I threatened someone in front of a cop, outside a liquor store, on a public sidewalk, with a large kitchen knife... I think it would be lights out.

If there is no arrest made then the DA's office can't prosecute.

If the DA can't speak with a complainant they will DP the case unless it involves domestic violence. That's why the police will ask the victim,"Do you want him/her arrested?" If the victim doesn't want the person arrested and it's obvious they won't cooperate with DA's office what is the purpose of making the arrest? It only sets up the officer for a lawsuit.
