Complete with quote from yours truly in July 2013: "The cement seems like a prime place for a mural."

I just saw this while leaving my place, and thought "shit, brilliant idea, I'm surprised it wasnt a graffiti canvas long ago!".   Wonder why they dont get rid of and replant the tree....or maybe make this block a rotating canvas for local kids to showcase their art. 

I hope they paint that concrete jersey barrier as well.

A passing bike is blocking the jersey barrier, but it was also done.
