Sanitation picking up all but 1 recycling bag?

We have recently moved from CHN near Franklin - to Kingston. Noted that Sanitation is really picky about what they will pick up. Last week they left 1 recycling bag behind. We get fines for minimal trash in the yard, while neighbor has a whole front yard full of trash w/o notices...We didn't have these problems near Franklin. Any ideas? Thanks

Yeah, I am on dean and albany, and it's a pain.
Sometimes they will take just recycling and not regular, sometimes the inverse. Many days without picking up anything. They don't pick up paper/cardboard as bundles, but only if it's in plastic bags as far as I can tell. I hear the same exact things from people at pacific and troy...
