Petitioning for Traffic Enforcement Agents | Where To Start?

I recently moved to a 2nd story apartment right on the border of Park Slope and Prospect Heights where Saint Marks meets Flatbush meets 6th Ave meets Bergen St. Prior to signing our lease, we were more concerned about potential noise from the restaurant below than from Flatbush. Oh how naïve we were. 

During rush hours and on weekends, the above mentioned streets create one large, congested, poorly managed intersection that sees drivers "blocking the box" and thus backing up traffic for nearly two blocks in every direction. Of course, this results in honking. Massive amounts of frustrated honking. The auditory perils of living in New York on a busy thoroughfare are well known and can be complained about just so much before one becomes whiney and privileged. 

That being said, it only takes an observer a few minutes to realize that the majority of the backups and resultant frustration could be prevented if the city would install two Traffic Enforcement Agents to keep motorists from jamming up the intersections. (Note: we're making the assumption that said TEAs would actually be performing their job as required to make this scenario plausible). As you travel along Flatbush into the city, every intersection has TEAs on duty so why not here? 

In your experience, what would you suggest to be the most effective way to petition the city/police department to install TEAs at these intersections?

I'd try calling the precinct and maybe they can request the additional help. Also, I may be mistaken but I thought the law was changed that PEAs were able to give out tickets for blocking intersections but I might be wrong. Good luck.

I called 311 once because traffic lights were not working at a major intersection and a chaotic, dangerous scene ensued. They said they'd send traffic police over right away. If you make the case that the intersection causes dangerous confusion rather than focus on the noise aspect, I'm guessing they'll be more likely to respond.

Blocked intersections impede emergency vehicle access. This is your best bet.

I live near the intersection of Eighth and Union. I call 311 to report gridlock and excessive honking whatever I have five minutes to kill

This was predicted traffic results by all of us who walked the picket line fighting this ill conceived location for an Arena. Find a way to enjoy it ; this here to stay.
