What the...?

I'm hoping this can become a thread for all of the times in the neighborhood when we have interior "What the . . . ?" moments. For instance, today in the Nostrand Ave 3 subway station, I noticed what looked like dozens of radar guns with bright yellow power cords lining the track. Does anyone know what they are?

Were they the little lights that the subway workers are often carrying with them and then setting up around the trackwork?  Here's the only picture that I can find
