Building application for 876 Bergen Street - Too tall?

NYYIMBY reports that an application has been filed to put up an 8 story, 80ft apartment on the narrow (24') lot at 876 Bergen Street, between Franklin and Classon, former home of the big yellow "Crown Heights" mural.

The application lists a FAR of 3.41, but the zoning documents (PDF) I found say the max is 2.2 - or possibly 2.42 if it is designated with Inclusionary Housing. 

Does anyone here know more about the process and can answer ...

... is it normal for developers to submit applications so far off base?
... are these errors usually caught, or do we have to inform someone?
... do I have the wrong zoning information?

    You should be using this zoning map: http://www.nyc.gov/html/dcp/pdf/zone/map16c.pdf

    Reading the map makes my head hurt, and it might be in a R7A zone.

    However, if it is in an R6, Bergen may be designated a wide street:
    "3.6 FAR with Inclusionary Housing designated area bonus on a wide street"

    All applications are subject to review by DOB. If there is an error in the plan, they will hopefully catch it.

    An architect creates the plan, and an architect reveiws the plan.... These plans are "what they do".

    Hmmm ... according to the zoning map16c.pdf, that stretch of Bergen is R7A - which means they can max out at 80ft. 

    :(

    I suspect that Interfaith Hospital would sell the large lot it owns to the left of this lot to a developer, if it weren't buried in complicated bankruptcy proceedings.

    The subsidized units are available to tenants with an income of 130% AMI. 876

    Seems weird they're pricing their "affordable" 1 BRs at $2415 when their market rate 1 BRs are listed for $2000-$2200... https://streeteasy.com/building/876-bergen-street-brooklyn/803

    That being said, those layouts look atrocious and it doesn't surprise me they've had to lower the prices. There's zero place for a couch or a TV - you couldn't even put one in the BR because the wall is dominated by the tiny closets (maybe *right* at the foot of the bed? Might as well live in a studio). I thought the whole point of moving into a brand new building was to live in a space designed for 21st century humans.
