cb 17 rezoning attempt in 2007?

Was the 2007 attempt to have cb 17 in Flatbush/E Flatbush downzoned unsuccessful?
I found this article online but I couldn't figure out what the outcome was. 
I know that Ditmas Park successfully rezoned in 2009. 


"To put the brakes on over-development, the board is seeking a down-zoning for the entire community board area, according to Albert Payne, the chairperson of CB 17’s Land Use Committee. "

    No it was not successful. I know this because I have a house in CB17 and it still zoned as R6.

    Not to be trite, but the forces opposed to downzoning were greater than those in favor. DCP did not find downzoning the area to be in its best interests.

    They took on landowners who did not want their present property rights reduced, and a city that makes a large portion of its tax revenue from development.

    Sometimes the preservationists win. However, in this instance, they lost.
