Looking for a couple

Sorry if this is random, does anyone know a couple, asian wife and caucasian husband, both tall ( over 5'8" ) with a newborn baby/stroller and a smaller white bull terrier with a red bandana? His dog just bit my dog in the face bloody and they walked away while I was tending to my dog.

Would AT LEAST like some confirmation their dog has the proper shots. 

I don't think I know this couple, but it would be helpful to know where in the neighborhood this happened.

On Vanderbilt, they then walked down Prospect Pl towards Flatbush.  I was trying to catch up but I think they may have turned left up Carlton, not sure about that though.
