The fact that people are dressing the part to steal is really disturbing.  I also heard of a case where men dressed in FedEx uniforms are getting into peoples home and doing the same thing.  I can't imagine how victimized people feel about getting robbed in their own home by following pretty established norms. 

It is my understanding that the 77th pct has similar crimes, but does not provide a nice summary of them regularly to reporters.

As a result, Rachel and others do not publish the easy-to-publish crime stories that regularly happen north of EP.
