    "NEW YORK (CBSNewYork) — The NYPD is looking for an escaped prisoner in Crown Heights.

    imageA 16-year-old boy escaped custody while being processed through District 32 in the 77th Precinct at 960 Carroll St.

    Police were searching the area around Franklin Ave and Carroll Street.

    The suspect has been identified as Rhamar Perkins. He is described as a black teen with brown eyes and curly black hair, who was last seen wearing green Army fatigue shorts, a white tank top, and white and blue sneakers without laces.

    There was no word Monday, on why the teen was in custody, or the nature of his escape."

    So (providing Gothamist is reporting the whole story) it seems like the kid was originally arrested for fare evasion. Was dispatching a helicopter really necessary? I was thinking he was arrested for something so much worse, given the mobilization.

    No matter how he portrays himself, Bratton is the KING of the broken windows theory. In his mind, the action is certainly justified.

    On the flip side, had they called in the resources the could have and shut it down, we wouldn't hear the end of it. The police walk a fine a line....and usually do a fine job of it.

    When someone in custody escapes, I wonder if the local pct even has the discretion whether to launch a "Level 1 Search".

    ...it would not surprise me if they didn't.

    It looks like he turned himself in.  They should have just offered a hundred bucks for him to turn himself in.  He gets enough money for some metrocards, and it's still cheaper than dispatching helicopters.

    So do the "upgraded charges" of escape warrant the cost of a helicopter, then?

    Edit: My brother is a police officer in FL, so I asked him about the helicopter. He said it's standard practice for police to have helicopters in the air all day long on stand-by. NYC probably has many, 24/7. So it's not like they dispatched the helicopter just for this kid. Makes more sense when you look at it that way.

    I want to believe he will get a defense attorney that successfully argues the same.

    And, that it isn't his fault the city used lots of resources to try to re-capture him before he ultimately turned himself in a few hours later.
