The 77th Pct appears to have broken up a dog fighting ring

At first I thought the bolt action SKS was an odd choice of gun for the city, but recovering handcuffs and a crossbow?!  It's like the Goodwill Store of criminals.

I think venn diagrams that depict that the dog fighting world, and the illegal dirt bike world would overlap.
