Asbestos removal

One of our neighbors are removing what appear to be asbestos tiles and other asbestos containing material from their house...by themselves with no protective measures and chucking them on their lawn and the sidewalk. DOB said to call the cops, cops said "not our problem", EPA issued a stop work order (as if it isn't just 2 of the residents doing this themselves). Now there's just a pile of this crap sitting on the lawn underneath a blue tarp. Any ideas about how to get this dealt with? Definitely a serious health hazard for everyone.

    Thanks for the links @crownheightster Seems that sanitation won't pick it up and homeowners aren't going to pay fine or deal with the fact that they are exposing everyone who walks by/lives next door to hazardous fumes. Time is of the essence here. This dangerous debris could sit on their front lawn for a long time as the DEP claims "not my job" and sanitation claims "not my job, too dangerous" and the homeowners keep racking up fines that will never get paid meanwhile essentially gassing themselves and everyone else! Phone calls into local officials, nothing yet...
