What is that whistling noise?

Does anyone else hear a relentless whistling sort of noise around So. Portland betw DeKalb and Lafayette? It's been going on for months and I can't figure out where it is coming from. It gets pretty loud at times.

    I've heard that the whistling is usually related to drug deals. It's used as a signal to notify a deal.
