Glue Sniffer at 15th Street?

I often see a guy huffing glue near the F train stop at 15th Street. I know he's been there for a while, but does anyone know how long that's been his spot, or if people in the area have tried to get him help or complained to the authorities?

I grew up in this neighborhood. I'm 42 now and I can remember that guy with his face in a paper bag since I was a kid. He's harmless.
