animal cage at corner of classon and quincy

This may be just venting but if someone knows the person who chain-locked the large animal cage on the corner of classon and quincy, can you ask them to remove it? I know it was used by people this summer to train these poor pitbull puppies for fighting (I passed some people a few times 'training' the dogs on the sidewalk).

The cage is not only a reminder of the training but also it's pretty ugly...

311 or 911. im pretty sure a cop would come cut that off pretty quickly if someone assertively complained
