Public Shame?

for outing:
bad parking
bad pets
bad buisness
bad service
litter

etc etc

problem would be to keep it an information source and not allow it to turn into a tool for vengeance
the goal of the moderator would be to use it to foster community spirit and not as a divider: ie you messed up but you can do better
