There are "NO PARKING SUNDAY" signs on PPW, 8th Avenue, 14th, 15th, and maybe some others. Why?

meanwhile, my car is plowed in on 14th street. yes, on the right side, the side they plow into. guess i'm going to have to find a way to chop it out tomorrow; perhaps mayor bloomburg can come help me.
