environmental cleanup trucks?

i live on st john's, on the stretch i have heard (fondly?) referred to as "Crazy Lane" and this morning i woke up to find 2 huge trucks and guys in orange suits doing something which i assume was cleaning.
any one have any idea about this?
i saw a post a while back about an emergency spill
these are definitely not city trucks. they look like a private company.

it seems that the clean up trucks have given way to con ed trucks
hopefully i wont die on my way to work
