    You probably already know this, but Bill Clinton offered the position of Supreme Court justice to Mario Cuomo in 1993. Cuomo declined, accepted, and then declined. After a long and arduous interviewing process following this, Clinton eventually settled on Ginsburg.

    Perhaps the solution here is to take the power away from the governor in a situation like this. Caught the end of Rachel Maddow's show last night, which was hilarious because of a very strange press conference by the Illiniois gov who is also replacing a Senate seat, and she pointed out that there are 9 states which do not give this power to the governor.
