What the hell is in our skies in Brooklyn?

Those are cirrus clouds. If I'm correct they exist between 36,000 & 50,000 ft up, about 4,000 t to 10,000ft higher than the jet contrails. Mostly ice crystals although there is a theory some of the make-up is Jet-A vapor.

What do you think would be the purpose of 'weather mitigation' in NYC? Even if you are right for some weird reason, seems like something the govt would be interested in for more agricultural regions (and anything 'put into' weather systems in NYC would move off over the Atlantic and dissipate).
Also, somehow I don't think they would be doing that stuff daily on one of the main flightpaths into LGA.
