Renovation in building

The last time people on my floor moved out of the building their apartments were renovated. Yet there was never any building permits on the front door. Is that legal?

Depends on a myriad of factors. What kind of renovations are happening? Electrical and plumbing almost always require bldg. permits, as does any change in floor plans, i.e., removing/altering support* walls, etc.

They ripped all the walls out, changed a 2BR to a 3BR. Stuff like that.

I think a permit is needed for support walls, not regular walls, but I'm not sure.

If they just ripped out walls and replaced them you wouldn't need a permit. Changing an apartment from a 2-3 sounds like they would require a permit.
