tell him directly? give him a time limit of an hour to clean up after dinner.

I had a vegetarian roomie who, because of ALL the freakin' veggies she had to consume daily, used to make a pretty large mess every day. She was like your roomie. Cleaned it up, but only when she was damn ready to.
Explain to him that you also would like to cook (every once in a while) and just be honest. You come in there and there's this huge mess to try to work around. Get him to see it from your point of view.
Then lay down the law!
If you're not liking his response (as is often the case with the messy roomies) tell him, "You make your food, you eat your food, and then you CLEAN UP." Period. No TV/DVD until his shit is clear! (God, I'm a mom in the making, I swear...)
