Livery cabs- What are your experiences?

Last week I was in a private livery cab coming home from work and my driver started complaining about a car in front of him that was cruising looking for a fare. The car was outfitted in the usual livery stickers and radio, but had PA plates.

My driver said that its illegal for out of state cars to cruise for fares, and that a lot of the cars that are like that don't have insurance. He said he's seen a lot of these cars in accidents and wondered why the cops weren't stopping them. Since then I've started paying attention and have noticed a LOT of liveries with NJ or PA plates crusing up Nostrand.

I usually don't do street hails but wondering if you guys have paid attention and if you've noticed out of state cars picking up fares in the hood?
