Dumpster materialized next door, how to look up work

After some time (years?) sitting vacant the house next door to mine just had a dumpster delivered.  I'm trying to find out what work they'll be doing, so I can mentally prepare myself.  The other neighbor, the other side of the house, extended the house some 10-15 feet into the back and added a floor, which the previous owner of my house told me was a year+ long nightmare of excavations, house shaking, noise and all the rest of it (property line fights, debris, etc etc.)

I looked up permits next door and I found nothing at all.   How do I found out what they are doing (without trying to intercept someone going in or out, which so far I haven't seen)?  

How likely is it that they're going to turn a 2 family house into a six family like my other neighbor did in 2012 or so, with today's crazy prices?

    If they are doing significant work, most of the time, they are supposed to have a permit of some kind...
  • If they are just cleaning out the house (think, hoarder), they don't need a permit from the DOB.  They may need one from another agency to park on the street though.
  • I think they should have file permits already if they were thinking of a large expansion.  But keep checking. 
    Anyone know how to file a complaint with NYC Dept. of Buildings?  They have started construction near me and our water pressure has dropped.  Will monitor it for a few days though.
