If the building was built or last renovated prior to 1973, it will be assumed by NYC HPD to have lead paint.
If you want to actually confirm it, you can call 311, but I think they only come out if you claim the paint is in a deteriorated condition. -

I known people who got a kit for this at stores like Home Depot. I have no idea how accurate they are but maybe it will give you a starting point.
