Proper Apartment Renovation

So the people across the hall from me moved out so they're ripping up the apartment and replacing things. My question is: is there some rules and laws that they're supposed to follow when disposing of this stuff? Could be asbestos, lead-based paint, how do I know. Cause there's a thick layer of dust in the hallway. They put a towel under the door to block it while inside but now the door is wide open and they're bringing stuff out to the super's van. Just seems like more care should be taken. This is an old building and who knows what's behind the walls.
