I've had no success with calling 311 about noise so have called 911 in the past. Not that I had much success with the 911 call either....!
Anyhoo, the upshot is that tho' I thought the concept of 311 was brilliant when first instituted, when it comes to noise complaints it doesn't really work.
It's still good for finding out about trash collection, alternate parking etc though... -

No, it's not reserved for life-and-death type emergencies.
In another non life-and-death situation - when my car got moved for a film shoot, I called 311. They told me to call 911 to talk to the police.
311 has very inaccurate information regarding vehicles that have been impounded or relocated. That is a good example of when to call the local precinct. -

No, it's not reserved for life-and-death type emergencies.

totally! when i lived in bed stuy the dudes like 3 houses down use to play this sick 70's soul/funk shit in there backyard as the bbq'd and drank, i was always digging it and half the time would wake up the next day and spend 10 minutes on google trying to find the tack name so i could d/l it on itunes. its all about the music. my neighbor plays some shitty house music with a really good stereo, bass creeps in my apt, truly annoying, just the vibe of the whole 1,2,3,4 thing over and over when you are trying to work or do other things. if she was rockin some jimmy cliff i would probably drop what i was doing and stop by with some beers.
