Prospect Heights Historic District Designation
Just an FYI for anyone who is interested: the LPC is scheduled to review and (I think) vote on the proposed designation of Prospect Heights on Tuesday, Oct. 28th at 1:30pm. The meeting will be held at the Municipal Building at 1 Centre Street.

so if there is a vote, how long before it is enforced? How long before you need to start filing plans in order to make exterior changes to your property?

It's already calendered so you already need to submit plans to the LPC for ANY work inside or out that will require a DOB permit.
