No, she doesn't. She's caught in a binary Cold War mindset and she hasn't made significant progress in pretty much any major region or conflict.
I think the fact that Cheney and Rumsfeld were so crass, ruthless and ideologically misguided, it makes Rice look halfway competent by comparison.

Yea I wonder about Rice. I regard Powell as a pretty decent guy, but this administration made him look like an idiot. I wonder if she's in the same position and actually better than she seems? I haven't followed her enough to really have an opinion.

No doubt, some will say I like her because she is a sell out. ...I just define it differently. As the first af-am woman in such a high position, she broke a lot of ground, and was isolated from a lot of groups (feminist women, african americans, etc) for her politics, yet kept showing up for work.
She is a genuine conservative (George can't be blamed for making her do things she didn't believe in) and I don't like her politics, but that's a different issue. -

That's true. I admire how far she's made it in a world set against women and minorities.
