Don't have a cable box, but...
If you haven't already, do a reboot of the box - unplug for 60 sec, plug it back in and see what's what. Also recheck your connections at both ends of the HDMI cable - they have a way of working their way loose and can cause problems like this. If you have another HDMI cable around, you might want to give it a try, too, if necessary; weirder things have happened. Also, see if it happens on certain channels - if any of the settings were inadvertently changed, TV and box may not be getting along well in terms of output resolution and scan rate. -
I find that when this happens, it only happens with HD channels. Try switching to an SD channel for a few seconds (NY1) and switching back - that usually fixes it for me. Save the 10 minute process of rebooting the box as a last resort.
