Boerum Hill pee smell

I'm a dog owner, so I suppose I already know the answer to this but what's up with the urine smell on some streets, like Bergen and Dean? Or is it not urine but something else? I always pick-up my dogs poo and I try to make certain he pees on the curb - I do feel that I'm one of the dog owners contributing to the smell but it's getting really offensive. Are owners working to do something about it?
