What's up with One Hanson Place clocktower lighting?

Now that the Barclay's Center is open - and with a month to go before the Brooklyn Nets' debut, I've been wondering why the Williamsburgh Savings Bank Building's (aka One Hanson Place) clock faces have gone dark for many months.

No doubt when the Nets tip off on November 1st, the national TV cameras will pan up the iconic tower to one of the world's largest four-faced clocks, only to find the neon hands and hour ticks have sadly been turned off. In fact, the inevitable helicopter shot of the arena will often show it paired with the building, and it would be a shame for the clock to be unlit.

The clock was just restored and repaired in 2008. The building is landmarked. I wonder if the owners / homeowners' association doesn't have the legal duty to keep the clock in good repair?
